Return skin depth as a function of frequency and conductivity.

The skin depth $$\delta$$ (m) is given by

where $$\omega=2\pi f$$ is angular frequency of frequency $$f$$ (Hz), $$\sigma$$ is conductivity (S/m), and $$\mu=\mu_\rm{r}\mu_0$$ is magnetic permeability (H/m).
